The Sunny Shores Of Kotor Bay…

If you’re looking to wear short sleeves most of the year, then you’ll be rewarded again in Montenegro…

Summer temperatures hover around the high 70s and low 80s…


The welcome breeze from the bay means it never feels as stifling hot as other parts of Europe. July to September are the best months for taking a dip in the sea when the water is a comfortable 75 degrees.
Meanwhile, winter temperatures range from around 40 to 50 degrees. Snow is rare on the coast. But if you feel the urge to race down the slopes, Kolašin 1450—the country’s most popular ski resort—is a little over two hours away. Another two hours will take you to the quieter (and arguably more stunning) runs at Durmitor National Park.

Even if you’re not an avid skier or snowboarder, it’s well worth a visit up north for the stunning views from your cozy Alpine lodge…

A Place You Can Feel Safe
One of the most striking things about life in Montenegro is how safe it feels.

With a population of just 620,000, there’s a sense that everyone knows everybody else. That small-town feel exists everywhere you go…

People look out for each other, and serious crime isn’t an issue.
The country’s 2006 separation from Serbia was peaceful, and it joined NATO in 2017.

The most recent Global Peace Index ranked Montenegro as the 45th safest country in the world. To put that in some perspective, that’s 86 positions higher than the United States (ranked 131th).

Facts and figures aside, expats on the ground tell us that you can safely walk the streets here any time of day or night.

Many have uprooted their young families for the move and have installed their children at one of the local international schools.
Expat Attraction #4:
Own In Europe From Under $60,000…
Since gaining independence from Serbia in 2006, Montenegro has been chasing EU membership…

As part of its preparation, it adopted the euro as its official currency way back in 2002. It’s been a slow journey for this little country. But following its accession to NATO in 2017, it looks like Montenegro will finally join the EU family by 2030.

We saw the effect EU accession had on the property market next door.

Croatia joined the EU in 2012. And today, in Dubrovnik—its in-demand, historic city—properties tend to fetch around €4,152 ($4,413) per square meter…


Meanwhile, in Kotor, prices currently average €2,500 ($2,657) a square meter. In other words, right now, you’ll pay 40% less for property in Kotor than in Dubrovnik. Plus, I’d argue that Kotor has more of an authentic local feel, without the crowds you’ll meet in Dubrovnik.

But there’s another factor at play here that’s helping to drive up prices on this stretch of coast…

Over the past decade, the Bay of Kotor has been working hard to project itself as a luxury destination. Unlike Croatia, which has been attracting middle-class second-home buyers from around Europe, Montenegro is going after the top 1%.
In 2017, its efforts paid off when Porto Montenegro in Tivat became the first platinum marina in the world…

In fact, Montenegro was able to lure the Saudi royal family’s famous “Golden Fleet” of super yachts to permanently moor in its ports.


This super-luxury yachting paradise is also a three-time host of the Superyacht Winter Games. The Regent Porto Montenegro is up and running here, and a Ritz-Carlton is scheduled to open its doors this year.

Meantime, the government is actively working to grow and promote tourism beyond the bay. Their “Montenegro 365” program aims to put the north of the country—including its ski resorts and the parks around the Tara Canyon (Europe’s deepest canyon)—on the map…
I first visited Montenegro in the early 2000’s when it was even farther off the radar. I saw the early signs of development and the billboards flaunting the glitzy hotels to come…

Honestly, I wondered if they’d ever get built.


They did… and many more followed.

The country has taken off in a way that’s a testament to its self-sufficiency.

As Montenegro’s profile grows—and it joins the EU—we can expect prices to catch up with its neighbors.

Cash In On The Gap For
Short-Term Rentals In Kotor Bay

The bad news for tourists—but good news for investors—is that short-term accommodation is not easily found around here. With its UNESCO status in the old town, the government is protective of the whole Kotor Bay area. You won’t find high rises here or massive tourist resorts…

There’s the super-luxury accommodation at Porto Montenegro that goes for up to €700 ($744) a night…

At the lower end, you’ll find one-off apartments on Airbnb that start at around €80 ($85) a night, but you’d be without a swimming pool, restaurant, and gym on-site…

Right now, Kotor Bay is lacking that vital middle range that would appeal to most travelers. But we’ve discovered a development, just a few minutes from the old town that’s in a prime position to fill the gap…Studios here are on offer for €97,700 (around $103,849) and project a generous net ROI of 9.2%.

Can You Get By In English?

Montenegro is largely undiscovered by mainstream Western tourism. Those who find their way here enjoy the benefits of an undeveloped tourism market and the resulting non-tourist prices.

You might think this relative isolation would add up to a low level of English… not so! We’ve found a good level of English among many service providers in the bigger towns and especially on the coast. Restaurants, real estate agencies, shops, and taxis will generally have some English-speaking staff to help you.

Some of the expats we met here have picked up a conversational level of Montenegrin. The language is similar to Croatian and Serbian and uses both the Latin and Cyrillic alphabets.

Expat Attraction #5:
It’s Easy To Stay Here (Short Or Long Term)…
North Americans can stay visa-free in Montenegro for up to 90 days in a 180-day period…

That gives you more than enough time to try the place out for size… or to live here a few months of the year…

But if you plan to stick around longer… and own your own property… there’s good news…

Buying a piece of real estate in Montenegro qualifies you for a temporary residency permit…

Even better, there’s no minimum price requirement!

The main condition is that the property must include a dwelling—an apartment, house, hotel, or restaurant will work. A piece of raw land doesn’t qualify.
This residency permit is valid for one year and can be extended. After five years, you can apply for permanent residency. And, after those five years have elapsed, you can apply for citizenship. (With EU membership around the corner, a Montenegrin passport would be a valuable travel document.)

To maintain your residency permit, you’ll need to spend a minimum nine months a year in the country.

So, this visa is ideal for those looking to spend most of the year on the shores of the Mediterranean…

Following in the footsteps of many of its European neighbors, Montenegro is expected to introduce its Digital Nomad visa this year…

Details are being finalized but it’s believed that the visa will allow qualified remote workers to stay in the country for two years… and will be renewable for a further two years…

If this comes through, it will be one of the most generous Digital Nomad visas in the region. Croatia only offers a 12-month permit, and you have to leave the country for six months before reapplying…

Bottom line, Montenegro is welcoming of foreign visitors and expats… and, right now, you have options…

If you fancy a slice of Old-World charm, it’s hard to beat Kotor Old Town. Although prices are premium here (remember, it’s UNESCO protected), they’re still far lower than Dubrovnik—the city Kotor is most often compared with. Hands down, it’s the most beautiful town in all of Montenegro. As it’s so small, you’ll have limited options for renting and buying.
You may have heard of Tivat—home to the uber-glamorous Porto Montenegro. Beyond the superyachts and five-star hotels, there’s a vibrant town that’s home to a growing number of expats. Fifteen minutes from Kotor Old Town, Tivat has more wide-open valley than steep mountain views. While the scenery isn’t as dramatic, it does mean the town is blasted by sunshine all day. Its feel is more modern and lively.
North of Kotor Old Town is the charming small town of Perast. Like Kotor, its Old Town area is UNESCO protected. Reminiscent of Venice, it has charming historical buildings and a relaxed village feel. Prices are higher within the old walls, but you can find something affordable within walking distance of the village center. Two of the country’s most famous sites, Our Lady of the Rocks and the Island of St. George, are just offshore.
If you want to be close to the country’s best beaches (and nightlife), then Budva may be the best place for you. Jaz Beach, just over a mile west of Budva, is one of the most popular. In 2015, it was named Europe’s best beach by Lonely Planet. If you’re looking for a short-term rental opportunity—that could also serve as a vacation base for you—the town is worth checking out.
